The point I was trying to make regarding the CPU was that they do not perform the Mut 25 coins manual tasks. The CPU is governed by whatever Mike is using for OL IDs, is not able to initiate the pass blocking hot route to an end or back end, it is not able to call slide protection (it depends on the OL performing that post snap action in reliance on the Mike ID in the formation set) and so on.
The fixes and adjustments must be made to franchise mode, in addition to how QBs develop and decline, as JoshC1977 notes. Another aspect to consider and I'm looking specifically at CPU QBs "sense pressure" and "force passes' characteristics. Both of these are crucial to QB behaviour, but I believe there's a defect that is noticeable to me.
These characteristics must be dynamic throughout franchises depending on particular ratings combinations. As QBs develop or decline and become more prone to regress, these traits (IMO) will be changing over time, too. The fact that game generated players who are highly aware have the paranoid characteristic (because it's locked with the exception of a user's edit) does not make a lot of sense, IMO. (As as an additional note the term 'tight spirals' ought to be dynamic, based on throwing power, and perhaps accurate ratings)
If we don't change the ratings currently in the game, I'd believe that force passes would have to be determined by a mix of throwing speed and awareness (argument on this is that QBs who have big arms are likely to throw more forcefully). I believe that'sense pressure' is determined by being aware, TUP as well as maybe a break the sack.
If you want to do this effectively however, the method of the way regression is handled by QBs has to be rethought too. I'd like to see more senior QBs suffer more severe physical and throwing power, while losing less of the "mental qualities". The way Drew Brees has aged is an excellent instance he was still smart, and pretty precise in his throws however, he was unable to get the ball in the right direction.
